About Us

Established under the Road (Management and Fund) Act 2020 to finance the maintenance of PNG's national road network.

The Papua New Guinea Road Fund (PNGRF) is a statutory entity established under the Road (Management and Fund) Act 2020. We are responsible for the financial sustainability of Papua New Guinea's national road network.

A safe, reliable and sustainably financed national road network that connects every Papua New Guinean to opportunity, services and markets.

Our Mission

To finance and oversee the maintenance of PNG's road network through transparent collection of road user revenues, efficient disbursement to road agencies, and rigorous monitoring of outcomes.

Our Five Legislative Functions

  1. Collect Road User Charges from levies on petroleum products, vehicle registration and other prescribed sources.
  2. Disburse funds to authorised road authorities for the maintenance and rehabilitation of the national road network.
  3. Monitor the use of disbursed funds to ensure value-for-money and adherence to maintenance standards.
  4. Set, in consultation with the Department of Works, prioritisation criteria for road maintenance funding.
  5. Report annually to Parliament on the operations and financial performance of the Fund.
